The notice requires that the public security organs, in conjunction with the traffic and transport authorities, formulate the catalogues of the prohibited goods on the road with zero load of goods, and publish them to the society, and urge the road freight enterprises to strictly control the items listed in the catalogue. The road freight enterprise should accelerate the implementation of the real name system for the delivery of goods. The consignee indicated by the waybill must be able to carry out the goods on the basis of the real and effective identity documents. The enterprise should keep the information of the waybill and the consignee for more than 18 months for enquiry. The road freight enterprise and the freight station (field) business enterprise should gradually explore and establish a visual inspection mode combining the manual inspection and the use of the equipment sampling inspection, so as to speed up the tracking and real-time inquiry of the goods.
